York Regional Police and Richmond Hill & Markham Chinese Business Association are joining hands to keep the business community safe from the perpetrators. During the Christmas shopping season, YRP officers and RHMCBA directors visited some Chinese shopping plazas in Markham and Richmond Hill. 2010 CGTCBA China Trade Mission

The Confederation of Greater Toronto Chinese Business Association is organizing a trade mission visiting China in 2010. Objective of the mission is to promote Canada China business and to support the Canada Pavilion at the World Expo 2010 in Shanghai. Mayors or senior city officials from the Greater Toronto Area will be part of the delegation.

Educating small business the proper ways to handle petty crimes
如何應付小型犯罪行為

The Confederation of Greater Toronto Chinese Business Association organized a meeting with police forces from the GTA and lawyer on preventing and handling petty crimes targeting their businesses. Presenting in the June 18th 2009 meeting included Detective Raymond Miu of Toronto Police Services, Paul Chiang of York Regional Police and Mr. Edward Hung, an experienced criminal lawyer.

The problem of theft has been a longtime headache to Chinese businesses. They are not big box stores and hence their resources in hiring private security guards are limited. Some owners may try to apprehend shoplifters or other petty criminals in their own ways, thus resulting in certain kind of legal consequences.

In the meeting, the police admitted that minor thefts were usually put in lower priorities due to other more serious crimes. But they ensured that when there were people apprehended in the stores, the police would handle the cases in a much more urgent mode.

According to Mr. Hung, citizens are permitted to arrest other people when they are witnessing the crimes. When they are apprehending criminal suspects, they are not however allowed to use excessive forces.

The Confederation, in which RHMCBA is a member association, is producing pamphlets and organizing seminars to educate the small business owners of their right in protecting their properties. It will also write to the chiefs of different police forces to ask for more patrolling by the police and their assistance in making a video to demonstrate the proper ways in apprehending crime suspects. All information will be available on each member association’s website and their communication materials.

大多倫多華商總會於六月十八日與大多倫多地區警隊代表及刑事律師舉行會議,討論如何防止及應付針對小生意的犯罪行為,如高買及小規模盜竊行為。與會者包括多倫多警隊苗延建督察、約克區警隊蔣震宇警官及資深刑事律師洪秉政。
店舖盜竊問題一直困擾華商,但由於商戶資源有限,未能聘請私人護衛公司加以保護,部分小商戶或許會自行拘捕疑犯,從而引致法律效果。
警方表示由於資源有限,高買及小規模盜竊案一般會押後處理,但一旦嫌疑竊賊被店東制服於店內,警方一定會馬上處理。至於制服或拘捕可疑竊賊時,洪律師強調不能使用過份暴力,亦必需於竊案發生時制服嫌疑人。若於案發後可疑人物離去後,店東便沒有拘捕他人權利。
針對商戶應如何保護財物及對其權利有充分了解,華商總會將編製小單張及舉辦研討會,向小商戶講解。另外總會亦會致函各警隊總長,要求加派人手巡邏店舖商場,以及協助製造短片,示範正確及安全的拘捕嫌疑犯方法。有關資料將上載於每個成員商會,包括本會在內的網頁或其他通訊內。

Exporting Canadian Knowledge to China

The Minister of International Trade Stockwell Day hosted a roundtable meeting with Chinese business community in the Greater Toronto Area. The meeting was a review of his recent visit to China. And he welcomed inputs from the Chinese community on strengthening the trade relations with China.

Four representatives from RHMCBA attended the meeting. They included President Ben Leung, Vice President Will Sung, Founding President C. S. Leung and Past President Ricky Chan. They were glad that the Federal Government initiated this meeting to seek feedback from local Chinese.

Minister Day described his visit as a success. The high-level achievement in improving the bilateral relationship however does not necessarily translate into opportunities for local Chinese small business owners. 

Most of the Chinese business operators, like our members, are engaging small or medium scale businesses and will not be able to take part in the big scale business projects in mining, resources or energy,” says Ricky Chan. 

“What local Chinese business can offer is the professional knowledge, like accounting or municipal services,” adds C. S. Leung, “China is in the path of a global power and they need knowledge that meets international professional standard.”

RHMCBA will suggest the federal government to reinstate the Program for Export Market Development (PEMD) to subsidize local Chinese to export their professional knowledge to China.

York Region Forum on the Economy

Ontairio Minister of Finance Dwight Duncan invited business and community leaders in York Region for an economic forum on April 15, 2009. In the meeting, he offered insights into his 2009 Budget which was released on March 26, 2009. He also explained government's strategy to address the effects of the current global economic situation on Ontario by creating jobs both in the short and long term. President of RHMCBA Mr. Ben Leung was invited to the forum. Also attending included Members of Provicial Parliament from York Region, Michael Chan (Markham), Reza Moridi (Richmobd Hill), Dr. Helena Jaczek (Oak Ridges - Markham) and Greg Sobarra (Vaughan).

The Prime Minister came to Confederation Gala

On February 7, the Confederation of Greater Chinese Business Associations held another sucessful annual gala. What made this gala special from the past was the attendance by the honorary guest, the Prime Minister Stephen Harper. Mr. Harper congratulated the 700 guests of the night to have a successful year of the Ox. He praised the Chinese culture of hard working, patience and pragmatic. He was confident that with the year of Ox coming, the bull market would be on its way as well.

Other dignitaries of the night included Federal Minister of Citizenship & Immigration Hon. Jason Kenney, Ontario Chair of Cabinet Hon. Gerry Philips, Mayor of Markham Frank Scarpitti, Mayor of Richmond Hill Dave Barrow, York Regional Police Chief Armand La Barge, Deputy Peel Regional Police Chief Paul Teztlaff, Chinese Vice Consul-General Mr. Lu Kun, Director of Hong Kong Economic & Trade Office Ms. Maureen Siu. We also had Members of Parliament Hon. Bryon Wilfert, Hon. Maria Minna, Hon. John McCallum, Mr. Paul Calandra, Mr. Bob Dechert and Mrs. Lois Brown.

Gung Hei Fat Choy, Gung Xi Fa Cai

The Board of Richmond Hill & Markham Chinese Business Association wishes its members every success in the year of OX. As part of the tradition, the Board visits the major Chinese shopping malls in Richmond Hill and Markham area to send their greetings to retailers. The retailers are thrilled to receive greetings from the Board as well as from the York Regional Police. Supt. Robertson Rouse, Inspector John Burness and Constable Paul Chiang from District 5 of York Regional Police join the Board at First Markham Place on January 27th, the second day of the year of OX. They appreciate the Chinese culture and enjoy giving out the greeting couplets and red pockets to the retailers. Supt. Rouse and Inspector Burness wish everyone happy and healthy.

 “Suggestions to the Government of Canada regarding
 Economic Stimulation in Difficult Time”

January 2009

Introduction
The Richmond Hill & Markham Chinese Business Association (the Association) represents a significant number of Chinese owned and operated Small & Medium Enterprises (SME) in York Region, Ontario.  The Association is their spokesperson at the three levels of government, the Association wishes to express our suggestions regarding the federal government economic policy and 2009 Budget during this difficult time of weakening economic activity.

Economy
We recognize that the Canadian economic fundamentals in the financial and natural resources are a little stronger than other world economies. The weakening manufacturing, financial and retail sectors will have a pervasive impact on all SMEs in Canada. We applaud the foresight of the government in reducing the Goods and Services Tax to stimulate the retail and service sector of the economy.

Financial Assistance
We propose that any direct financial “bailout” of the troubled automobile manufacturing sector be a conditional bailout.   Some of the conditions being to tie the financial assistance to production of energy efficient innovations or alternative energy options for the automobiles manufactured.   The financial assistance should be a loan and not a grant.

 Interest Rates
Although the Bank of Canada has significantly reduced its interbank lending rate.  The filtering effects of the commercial banks have not met the intended objective of reducing lending rates to the general economy.  SME are especially vulnerable to a tightening of credit as it will severely impact the liquidity of their operations. We wish to emphasize that the federal government must use its persuasive leverage to make Canada’s financial institutions loosen its grip on granting of credits to sustain the going concern of SMEs. Canada – China Relation
The federal government must initiate a process to clarify a comprehensive “China Strategy”.    China like the United States is a significant economic and strategic partner for Canada.  With its immense population, it could be our major:  export market, pool of skilled immigrants, pool of investment capital, international partner in aid donation and stabilizing international security partner.  On a micro level, many of Canada’s SME in the manufacturing sector will need China for:  lowering the cost of component parts production, research and development and innovation capital to maintain our international economic competitiveness. Our Association shares the business and cultural roots of the Chinese and we are prepared to work with all levels of government in furthering this initiative to clarify and to implement a China Strategy for the benefit of all Canadians.  Immigration
To facilitate economic activity and external capital investment in Canada, we suggest increasing the landing of the entrepreneurial class of immigrants. All levels of government must cooperate with Canadian professional associations for the evaluation of foreign credentials and academic qualifications prior to their landing as immigrants to permit them to contribute as quickly as possible once they have committed to immigrate to Canada.
Tourism and Business Visa
The Association has heard many complaints over the years regarding the difficulty of obtaining a visa to travel to Canada from China for tourism or business.

We strongly recommend that the federal government re-evaluate its visa granting procedures to permit greater access and improve efficiency for granting tourism and business visa from the Asia Pacific Region.   Greater tourism is needed to stimulate our transportation, hospitality and service sectors.  The greater access of business people to Canada is the initial starting point for the conduct of commerce.

 Small Business Investment Loan
We further suggest an expansion of the Small Business Investment Loan programme.  Credit worthiness and historical experience rules for this loan, administered by the financial institutions on behalf of the federal government, and could be loosen to unleash the entrepreneurial energy of the economy.   Our young entrepreneurs and immigrants need this encouragement to translate their ideas into a viable commercial enterprise.  SMEs are the harbingers of innovation and they are the backbone of a growing economy.Taxation
SMEs could still benefit from lower taxes to weather the current economic difficulties.  The federal government must ensure that any federal tax benefits implemented is not negated by provincial or municipal increases in taxation. At present, SMEs appears to be unnecessarily burdened with the complexity of a myriad of tax from all three levels of government and other regulatory bodies.   It is our suggestion that these regulatory requirements be reviewed by a commission to remove or simplify some of the impediments to economic growth.

Provincial
The Association is extremely concerned about provincial government raising the minimum wages to $10.00 per hour over the next years.  We recommend that SMEs be given reprieve or exemption from strict compliance with minimum wage requirements.

Municipal
The Association also wishes to raise the concern of raising municipal taxes of doing business in the Town of Richmond Hill and the Town of Markham.   In a normal economy municipal tax is not an onerous issue when the rental property vacancy rates are low.  For many SME, municipal taxes will be a burden if they are unable to sustain the carrying cost of their real property whether it is for their own businesses or to augment their operating business.

The above statements represent the collective position of the SME members of the Richmond Hill & Markham Chinese Business Association.  The Association will be pleased to discuss and elaborate on our position at your request.

Positive Thinking in Negative Climate – message from the President
December 2008

As holiday season is approaching, I would like to wish you a warm, safe and happy holiday on behalf of our Board of Directors. We may have many wonderful plans to prepare for the celebration of this magnificent holiday season. However, the current economic situations may cause us some sort of uneasy emotions.

It seems that not a single body on earth or any governments or organizations can offer any quick solutions to revoke the current situation. However, personally, I would not feel helpless and be worried about my business or my job. Panic will not help, and besides, crisis always comes with opportunities. If we could have a positive thinking, we can best use of the current situation.

1.               Corporate restructure to promote production effectiveness and maximize the usage of redundant
                  assets during the down time

2.               Improve production and human resources skill to save cost in long run as staff has time to be 
                  re-educated about production

3.               Strengthen the human resources allocation for each position

4.               Engage always needed human resources which become affordable during recession

5.               Convert current production facilities from rental and or leasing to own as price of real estates, cost of
                  borrowing and interest rate are comparatively lower than before to ensure further cost saving and
                  benefit from future real estate appreciation

6.               Penetrate into markets that were not accessible in the past and focus on preparation of bigger
                  markets

7.               Consolidate competitors to increase market shares and become a market leader to improve profit
                  margin.

Business world wants the world to be stable to conduct business especially during this most tough time of our economy in the century. Our economy needs a government that could focus on policy to resolve and relief some hard times that we encounter.

We are still celebrating how fortunate we are as Canadians that our conservative policy in conducting business in Canada in the past has kept our economy much better than the rest of the world in this challenging time of the global financial tsunami.  Unfortunately, we have to face a man-made challenge from Ottawa. Changing of government could be the last thing that the business world would prefer at this point of time.

We need a strong and stable government that has a clear policy to assist us in walking through this economic tough time.

As a business association, we are politically neutral. We encourage our members to express their concerns to their MP. We need harmony and unity during the tough times, putting our heads together to ride through the hard time will be much more effective.

Another Sucessful Event - TD Small Business Seminar 

On October 24, close to 150 people attended the third annual TD Small Business Seminar presented by RHMCBA. Mr. Craig Alexander, Vice President and Deputy Chief Economist of TD Canada Trust, gave a detailed economic outlook for the tough time ahead. Questions fielded from the floor included the future of the property market, US dollar, energy prices and inflation and so on. Mr. Brent Prior of Export Development Canada introduced the work of his department. The small business advisors Mr. Sam Wong, Ms. Marion Ho and Ms. Stella Shum introduced the small business financing packages from TD Canada Trust to the audiences. Mrs. Daisy Wai, past president of RHMCBA who is also a marketing expert, gave her tips in the low cost marketing strategies for the small businesses. And last but not least, RHMCBA legal council Mr. Sunny Ho touched on the three different ways of carrying business in Ontario.

China Earthquake Fundraising

In response to the devastating earthquakes that have struck China and Burma in May 2008, the RHMCBA is, in conjunction with the Red Cross, urging all of its members to give generously to the victims, many of whom are children.  The RHMCBA has been collecting donations since the incidents occurred, and has held a fundraising event at Ruby Restaurant on May 28th, 2006. Another fundrasing dinner is on June 9th at Castle Victoria, Markham.  It is not too late to help! TD Bank Small Business Seminar

For the second consecutive year, RHMCBA was granted a fund from TD Canada Trust to organize a seminar in the October Small Business Week. The theme of this year seminar was the ever-increasing value of the Canadian dollar. Deputy Vice President and Deputy Chief Economist of TD Bank Mr. Craig Alexander was the keynote speaker. He elaborated the factors of the strong Canadian currency and explained its impacts on the small business community.

Other guest speakers were Mr. Tom Elias and Ms. Tina Woo. They are consultant and account manager from the Bank of Business Development of Canada. They introduced the concept of quality benchmarking ISO system to the small businesses, suggesting it as a useful way to maintain or improve business competitiveness during a tough time. As a complimentary bank to the commercial banks, BDC is a place for entrepreneurs seeking their business start-up loans.

Inauguration Gala of RHMCBA

This is the most important event of the year. More than 600 guests, including officials from the three levels of government, attended the gala and witnessed the change of leadership of RHMCBA. The Prime Minister had sent a greeting to RHMCBA, and the Ontario Minister of Revenue, the Hon. Michael Chan attended and sent a warm greeting to the new leadership on behalf of the Premier of Ontario.

The Gala was very entertaining, with performances from a pop song singer, a classical music pianist, a Flamenco dance group and a Xinjiang belly dance couple. Guest could also enjoy dancing with live music. Other than celebrating, this Gala also helped raised funds for United Way of York Region. A cheque of $15,000 was presented to a representative from UWYR during the night.

Winery Tour in Niagara-on-the-Lake Region

The province of Ontario is famous for its winery industry in the Niagara-on-the-Lake Region. This region is the base of hundreds of wineries. They offer great wine products as well as tasty meals and fabulous scenery. On the beautiful sunny day of July 21, a busload of RHMCBA members and friends who were wine-lovers visited three different wineries in the region.

The first winery, Rockway Glenn, has a beautiful golf course and a little museum of wine. The second one is a major winery in the region. Jackson Triggs has a huge vineyard with many types of grapes. And the last one Strewn is famous for its ice wine. Their products are so good that a member of the tour bought 4 cases of ice wines from them.

2007 Canada Chinese Trade Forum for Post-Secondary Graduates

RHMCBA organized this forum in order to help fresh graduates have a better understanding in starting their own trading business. Guest speakers included a banker, a custom broker, an owner of a trading firm, and two diplomatic officials from Chinese Consul General and Hong Kong Economic & Trade Office. Also presented were successful entrepreneurs sharing their experience with the audience.

This was a successful event and the feedbacks were very positive. RHMCBA might consider continue to organize similar events in the future.

Annual Global Traders Awards

Ministry of Economic Development and Trade (MEDT) and the Ontario Chamber of Commerce (OCC) recently joined forces to recognize Ontario's most innovative and successful exporters in the province. The Annual Ontario Global Traders Awards in conjunction with the Ontario Business Achievement Awards (OBAA) to be held on October 23, 2007, will award outstanding exporting companies in two categories: 1) Innovation - Export Growth and 2) Market Expansion. This is our chance to recognize and celebrate the amazing work that is carried out in our province every day.

RHMCBA welcomes the arrival of the new Chinese Consul General to Toronto Madam Zhu Taoying

It was the honour of RHMCBA to host a welcoming dinner for the new Chinese Consul General to Toronto Madam Zhu Taoying. Madam Zhu was just in Toronto for two months. She was amazed by not only the size but also the achievement of Chinese community in the Greater Toronto Area.

Though she was not a native Cantonese, she managed to express her appreciation in Cantonese to RHMCBA for hosting this event for her. She wished the trade relations between Canada and China will keep growing and encouraged the Chinese business community to expand their businesses in China.

John Tory encouraged Chinese community to participate in the up-coming provincial election

The Leader of Provincial Conservative Party, Mr. John Tory, joined our March membership event to congratulate the growing prosperity of Chinese community in the Greater Toronto Area. He was particularly moved by the passion of another guest of the night, the little Chief for the Day, Jared McNabb, towards the police services and their effort in securing the safety of our neighbourhood. The 10-year-old Jared is an excellent example of maintaining good relationship between the police services and the community. He was chosen by the Catholic School Board and the York Regional Police through a competition of articles to appreciate the police work. Mr. Tory wished Jared to join the provincial politics once he grows up.

Mr. Tory also encouraged the Chinese community to participate in the October provincial election. He understood that there were a lot of rooms to improve in issues like education, health, traffic, economy and so on and he asked for the inputs from the Chinese business community and residents of Richmond Hill and Markham area.

The provincial election of Ontario is on October 10, 2007.

CS Leung wins federal election nomination in Richmond Hill

Mr. Chungsen (CS) Leung has been nominated as the Conservative Party of Canada candidate for the riding of Richmond Hill, Ontario. The election of Mr. Leung to Parliament Hill would mean that we will have one more Chinese voice in Ottawa.

As the Founding President and current Director of RHMCBA, Mr. Leung’s extended experience in business and strong commitment to the Richmond Hill community has placed him as the best candidate for this forever-growing city.

Though the federal election date is not announced yet, Mr. Leung has begun his preparation for the big challenge. He will organize a strong and united campaign team to help him solicit the electors. Congratulations to Jeffrey, the Best Debator of the 16th Chinese Debate Competition organized by the Ontario Inter-Collegiate Chinese Debate Alliance (OCDA).

On top of the Silver Sponsorship for this event, RHMCBA has also sponsored the Best Debator Cup. Mr. Ben Leung, the Vice President of RHMCBA, and Mr. Will Sung, Director of RHMCBA, were two of the adjudicators for the final game and they presented the Best Debator Cup to the winner on behalf of RHMCBA.

Youth Chapter organize "S-Venture"

The RHMCBA is holding a business proposal competition for university students from Toronto and across Ontario. The goal of the competition is to provide students with the opportunity to apply classroom concepts to real world situations, gain experience developing business proposals and interact with members of the business community outside of a strict networking setting.
